Decision on when (and where) to relocate from the US to Europe

My wife and I originally had a plan to move to Europe in 3-4 years. We are now 61 and 63. I planned to work for another 3 years or so (I'm 61), but was laid off a few months ago. The job market is terrible in the US, particularly for senior level executives in the tech industry. As such, we are thinking of moving up our relocation, but don't really know where to start. Top locations are Portugal, Malta, France, maybe Montenegro. We will have SS as well as a decent sized retirement fund (wanted to work a bit more to make it a bigger, but may not be in the cards).
Question is how do we figure out the right timing for a move, realizing that is specific to us, are there any resources to help people figure out the proper strategy? Thank you in advance.
