Schools for teens

Hi. New member here. My wife and I have been tinkering with the idea of retiring overseas for some time, but now with the political situation in the US so uncertain, we're seriously considering pushing our plans forward. The sticky part is that we still have a 16 yr old at home. She's game for an adventure, but we know nothing about where to move for the best educational opportunities. She has ADHD, so she would probably seek an American HS diploma instead of the Int'l Bacc. The countries we're considering are Ireland, France, Belize, Costa Rica, Italy, Iceland, UK, and open to others. She is also biracial, so we'd like to live in a country that does race relations better than the US. Anyone have some insights?
