New bill about perpetual tourists in Costa Rica

There has been some news about passing a new bill preventing perpetual tourists from entering Costa Rica as they currently do.
If this bill passes, once a tourist's legal stay expires, they cannot re-enter under the same status for 90 days.
Lawmakers are preparing to debate the bill in legislative commissions.
I have talked to some ticos about this, and they told me that 2026 is an election year, so lots of things like this get talked about... yet they aren't convinced it will actually pass.
Personally, I think Costa Rica would lose a lot of money this way, yet prices are getting high, especially on the coast, so this may hinder people from coming in and renting at such high prices. People could invest $150,000 and get residency or enter as digital nomads for up to two years.
