Private Health Insurance

I am looking for thoughts on the levels of private health insurance for expats. I am aware that MGEN is the recommened plan for older retirees but it is offered at several increasingly expensive levels. Does it work to do a lower level less expensive plan for routine needs and use the public plan for significant needs or should we go with the higher level plan that will cover everything?
